Here's the set-up. Councilman Buckwalter motioned to re-open the 2008 budget seconded by Councilman Senley Tuesday night.Buckwalter reasoned that the 3.5% fee increase passed by the previous council for 2008 wasn't adequate to maintain the current system. For every 1% increase in fees, $19,000 is realized. For 2008, 3.5% equals $66,500 additional revenue for an approximately 2.7 million dollar operation.The water system has a 3.9 million dollar capital project list waiting to be done to bring the system somewhat up to date. Of course, this amount can't be expected to be funded through current fees, so bond financing needs to be put into place.That being said, a 4 million dollar 20 year bond would need to be put into place. The first year's payment would be $208,719. This would represent an 11% fee increase just to pay the first year's debt payment. Keep in mind this increase would not take into account additional monies needed for cost of living increases.The second year's payment would be $307,808 or an additional 5% fee increase, just to pay the bond. Again, only an increase to cover debt.One example: the capital project list calls for the replacement of the reservoir cover at a cost of $400,000. In 2002, the cover was put on the list for replacement at a cost of $290,000. Since there wasn't money then to replace the cover, it was never replaced. The cost has since gone up to $400,000 or 38% increase. The final financed cost through a bond would bring the total to $608,000 or 110% increase over the original $290,000 cost.As you watch and listen to the following video, keep in mind the following facts.1. The average person uses 100 gallons of water a day2. At Phoenixville's water rate, this amounts to $14.02 per person/month.3. A 3.5% increase is $14.51 and a 11% increase is $15.56 per person/month. Either way, less than a convenience store 32 oz. bottle of water.The motion to re-open the budget failed by a 6-2 vote. Councilmen Ciruelos, Wagner, Gill, Kirkner, Speck and Handwerk voted no.
